Le volontarisme agricole et coopératif : un moteur d’innovation. L’exemple du chanvre industriel

Le chanvre industriel moderne (20e et 21e siècle) est une filière de taille très petite. Le nombre d’acteurs est très restreint et ils sont aisément identifiables. Les conditions historiques d’existence de cette filière sont identifiables, ainsi que les causes, motivations et conséquences de ses actions. Cela nous permettra d’illustrer quels freins et verrous une filière agricole doit affronter pour assurer sa pérennité et si possible son développement. Les solutions mises en place par la filière du chanvre ont concerné : la prise en main de la sélection et de la multiplication de semences; La recherche fondamentale; la réactivité opportuniste aux évolutions sociétales; l’alliance entre acteurs et ouverture au monde extérieur; la structuration; la gestion de sa croissance.
Abstract
Modern industrial hemp (20th and 21st century) is a very small size sector. The number of actors is very limited and they are easily identifiable. The historical conditions of existence of this sector are identifiable, and the causes, motivations and consequences of its actions too. This will allow us to illustrate what barriers and bottlenecks an agricultural sector must face to ensure its sustainability and if possible its development. The solutions implemented by the hemp industry were: taking in hand the selection and seed multiplication; fundamental research; opportunistic Responsiveness to societal changes; alliance between actors and opening to the outside world; structuring; managing growth;
