Quel avenir pour les exportations agricoles ACP (Afrique-Caraïbes-Pacifique) vers l’Union européenne ?
ACP farm exports to the EU: what does the future hold?

Les exportations agricoles ACP à destination du marché européen ont connu un certain dynamisme au cours des années 90 ; cela s’est concrétisé par des gains de parts de marché, de 12 % du marché européen en 1992 à plus de 14 % en 1998. Les huiles et graines oléagineuses ne représentent que 5 % des exportations ACP, le coton de 6 à 7 % selon les années. La bonne performance d’ensemble des exportations ACP au long de la dernière décennie risque toutefois d’être remise en cause par les nouvelles règles commerciales UE-ACP définies par l’Accord de Cotonou, signé en juin 2000, qui prend le relais de la Convention de Lomé.
Abstract
Exports of agricultural goods from the African Caraibean Pacific countries (ACP) to the European market (EU) have lived the nineties with dynamism; this was observable through gains in market shares, from 12% of the european market in 1992 to more than 14% in 1998. Oil and oilseeds did not represent but 5% of ACP exports, cotton but 6 or 7% depending which year. However, the good overall performance of ACP exports during the last decade may well be put at risk by the new EU-ACP commercial rules, as defined by the Cotonou Agreement that was signed in june 2000, taking over the Lomé Convention.
